BANKING AND FINANCE - New Basle capital rules will make banks rate corporate debt by risk

The capital adequacy rules proposed by the Basle supervisors may well be good news for corporate borrowers. The not-so-good news is that the new provisions are not expected to come into effect until January 2004 - although by then the world economy should at least have put the widely predicted US slowdown and credit crunch behind it, says Jules Stewart.
