Extraordinary Millennium - Time is not on their side

We learn courtesy of the Financial Times that the government of Kenya has established a special Y2K commission to investigate and report on how the millennium bug is going to affect that country. The commission has been instructed to report back 18 months from now. If that's their timeframe, all they need do is just sit back and watch. All will be revealed long before they need complete their report.
